The 119 higher special education cross subsidies (above $525 per WADM) are in the Twin Cities urban and suburban districts, 13 of the Greater MN regional centers, and in smaller rural districts.

  • 4 of the 5 highest cross subsidy per WADM are in small rural districts
  • The average cross subsidy in 2010 was $473 per WADM
  • There really is no discernible pattern to average and below average cross subsidies per WADM.
